Luis S. Garcia, Ed.D., M.S.W. is a senior program manager for Advocates for Human Potential (AHP). As an expert in building cross-sector collaboration, networks, and movements, Dr. Garcia is skilled in organizational and program development, administration, performance measurement, and program evaluation. With more than 20 years of experience across multiple sectors, he is knowledgeable of the regulations and policies that govern municipal, county, and state, behavioral health, mental health, and homeless services delivery systems. Dr. Garcia began his career with a community-based organization addressing emerging public health issues faced by Latino and LGBTQ+ reentry populations and seriously mentally ill state parolees in South Los Angeles and remains active in the decarceration movement.
In early 2020, Dr. Garcia was selected by the Los Angeles County Department of Public Health, Ending the HIV Epidemic (EHE) Division of HIV and STD Programs to participate as an EHE Steering Committee member. Through collaboration with key stakeholders and community partners committed to ending HIV in Los Angeles County, the EHE aligns with the U.S. Department of Health and Human Services (HHS) federal initiative to end the HIV Epidemic. Selected EHE Committee members reflect a broad range of disciplines and perspectives beyond HIV, including health equity, social justice, behavioral health, housing, and mental health professional experiences. EHE steering committee members are subject matter experts and ambassadors to their community and organizations in their role. Dr. Garcia is passionate about building cross-system collaborations to improve behavioral health and person-centered care for residents of California.
Dr. Garcia received his Ed.D. in educational leadership for social justice from Loyola Marymount University and an M.S.W. from the University of Southern California. He earned his B.A. in theology from Loyola Marymount University. He is also a registered associate clinical social worker.
