AHP Supports Systems Transformation in California

Advocates for Human Potential, Inc. (AHP), has teamed up with the State of California on a series of new initiatives that hold promise for transforming the behavioral health care system across urban, suburban, rural, and Tribal settings. The projects are perfectly aligned with AHP’s mission to improve health and human services systems of care and business operations to help organizations and individuals reach their full potential.

AHP has worked with government agencies and behavioral health care organizations in California since 2008 to develop innovative programs around behavioral health, criminal justice, women and children, substance use disorder (SUD), homelessness, and the opioid crisis. AHP continues to rapidly add to its cadre of California-based employees. Our California headquarters are in Pasadena, but staff are located throughout the state. Our corporate headquarters are in Sudbury, Massachusetts, and our third office is in Chicago.

The largest and most recent initiative is the Behavioral Health Continuum Infrastructure Program (BHCIP) through the California Department of Health Care Services (DHCS), which was authorized through 2021 state legislation to construct, acquire, and expand properties and invest in mobile crisis infrastructure related to behavioral health.

AHP also manages the Community Care Expansion (CCE) program, which provides $805 million in funding for acquisition, construction, and rehabilitation to preserve and expand adult and senior care facilities that serve Social Security Income (SSI) applicants and recipients, including those who are experiencing or at risk of homelessness and people with behavioral health conditions.

The Behavioral Health Workforce Development program is implemented in California by AHP. The program expands the peer-run behavioral health workforce to improve consumer access to and productive participation in behavioral health services throughout the state.

Also on behalf of DHCS, AHP oversees, manages, and provides technical assistance for the implementation of the Crisis Care Mobile Units (CCMU) and Behavioral Health Justice Intervention Services (BHJIS) programs.
