Senior Program Manager II
Tara Fischer, M.S.W., LICSW, is a senior program manager II for Advocates for Human Potential (AHP) who brings 25 years of experience in the behavioral health field. She has dedicated much of her career to designing, implementing, and monitoring behavioral healthcare service delivery improvements for public sector organizations serving vulnerable individuals and families. Her experience includes the implementation and quality assurance of the Massachusetts Children’s Behavioral Health Initiative (CBHI), a statewide multiservice community-based system of care reimbursed by Medicaid, as well as the design and implementation of child and young adult day treatment programs and flexible support service for the Commonwealth of Massachusetts. In an effort to support accountable care organizations (ACOs) and community-based providers in achieving better health outcomes, reducing costs, and improving patient experience, Ms. Fischer has worked with organizations to strengthen their operations processes, address social determinants of health, and build the necessary care coordination competencies for staff to meet the needs of patients with complex social, medical, and behavioral health concerns. Her experience as a behavioral healthcare administrator, provider, clinician, and consultant spans multiple settings, including outpatient, residential, Medicaid managed care, state mental health authority, primary care, accountable care, and family driven, youth-guided systems of care. She earned her B.S. in psychology from Worcester State University and her M.S.W. from Simmons University.
