Senior Program Manager
Kellin Rowlands is senior program manager for Advocates for Human Potential (AHP), where he leads AHP’s efforts across multiple Technical Assistance (TA) and Healthcare Solutions Massachusetts Delivery System Reform Incentive Payment (DSRIP) projects with accountable care organizations (ACOs) and community partners (CPs), drawing on his expertise in all phases of DSRIP. Before joining AHP, Mr. Rowlands served as the director of information systems operations for a regional performing provider system in New York State. In his role there, he established a strategic framework to migrate providers and payers to value-based payment (VBP) readiness, implementing strategies to strengthen and enhance technical maturation to support community and clinically integrated delivery services. Having launched multiple health information technology (HIT) startups throughout his career, Mr. Rowlands brings an entrepreneurial background to his work. In the field of human services, he has successfully developed and deployed technical solutions for evidence-based behavioral health programs and a risk-adjustment methodology for clinical integration of social determinants of health (SDoH). He has extensive experience with the development, management, and implementation of health information technology HIT and expertise in health care payment and technical innovation strategies. Mr. Rowlands received his B.S. from the State University of New York at Albany.
