Senior Program Associate II
Kate Rio, B.S., is a senior program associate II for Advocates for Human Potential’s (AHP’s) Center for Technical Assistance and Training. Ms. Rio has more than 22 years of experience in program management in the homeless assistance field and more than 10 years of experience as a senior technical specialist with the U.S. Department of Housing and Urban Development’s (HUD’s) Department of Special Needs Assistance Programs (SNAPS).
 
Since joining AHP, Ms. Rio has led HUD technical assistance projects addressing employment services for housing program participants and building capacity for more than 8,000 federally funded projects. Before becoming a consultant, she managed homeless programs on a local level, including permanent supportive and transitional housing, street outreach, day centers, and employment and adult literacy programs. She also managed the Continuum of Care (CoC) application process for the City of Houston and the Homeless Management Information Systems (HMIS) for 3 years. She received her B.S. in psychology from the University of Houston.
