Jeanine Hanna, Ph.D., is a senior scientist at Advocates for Human Potential’s (AHP's) Center for Research and Evaluation. Dr. Hanna has more than 10 years of experience conducting national cross-site and local evaluations and research studies of underserved populations, including those with mental health and substance use disorders, persons experiencing chronic homelessness, justice-involved populations, and at-risk youth. Currently, she serves as evaluation liaison to seven pilot sites providing a Home Visiting Initiative (HVI) to enhance services and access to treatment and recovery supports for pregnant and parenting families affected by opioid use disorder (OUD). Under the State Opioid Response (SOR) grant, she trains and supervises grantee program staff on Government Performance and Results Act (GPRA) requirements that include the collection and reporting of client-level performance and outcome data. Dr. Hanna is lead evaluator for a Center for Substance Abuse Prevention (CSAP)–funded substance use, HIV, and viral hepatitis prevention program targeting at-risk youth and young adults. She assesses program performance by documenting and measuring client outcomes and conducting a process evaluation. She is responsible for the evaluation design, overseeing data collection, conducting a community needs assessment, and leading all data analysis and reporting tasks.
 
Dr. Hanna has expertise in program evaluation, qualitative and quantitative methods and analyses, instrument and measurement design, training and technical assistance provision to program staff, and project management. She prepares and presents a variety of materials, including report briefings for federal officials and an information base for congressionally mandated reports. As co-investigator in a study to provide the U.S. Department of Justice’s Bureau of Justice Assistance (BJA) with concrete programmatic knowledge about its Residential Substance Abuse Treatment (RSAT)-funded treatment and aftercare services, she presented study findings to federal officials, describing the range and types of substance use treatment, reentry/release planning activities, and related aftercare services provided to criminal justice–involved individuals through the RSAT program. Dr. Hanna received her Ph.D. in sociology and M.A. in women’s studies from the State University of New York at Albany.
