Ellen Radis, M.M.H.S.

Senior Program Director

Ellen Radis, M.M.H.S., senior program director at Advocates for Human Potential (AHP), has more than 25 years of experience in the areas of technical assistance (TA) and training, performance measurement and management, and quality improvement in health and behavioral health. Ms. Radis has a deep understanding of assessing TA need and providing the resulting training. In addition, she has been involved in developing TA resources, such as websites and training materials, for the Health Resources and Services Administration (HRSA), the Substance Abuse and Mental Health Services Administration (SAMHSA), state behavioral health authorities, and community-based health and behavioral health organizations. 

She is currently the director of three behavioral health and primary care integration projects with a large Massachusetts accountable care organization (ACO) involving the development of process workflows to support integration, the development of integration manuals, and training of behavioral health and primary care staff on implementation of the integration model. For the past 6 years, she has served as the sub-contract manager of the HRSA Bureau of Primary Healthcare (BPHC)–funded Uniform Data Systems (UDS) for Health Centers Project, which supports the annual collection of UDS data from more than 1,400 federally funded health centers. In this project, Ms. Radis contributes to the development of the annual UDS Manual, five webinars, and 46 in-person UDS trainings for Primary Care Associations (PCAs).

She has led SAMHSA–supported learning collaboratives to help behavioral health organizations implement change projects that expand service capacity, use new payer sources, and thrive in the changing healthcare environment with customized virtual TA and coaching. She recently researched and authored a white paper for SAMHSA titled Identifying Core Performance Measures for People with SMI, which SAMHSA used for contracting, data requirements, and TA to state and local behavioral health authorities. She also trained the staff at the District of Columbia Department of Behavioral Health on best practices for providing TA. Ms. Radis received her master’s degree in management of human services (M.M.H.S.) from the Heller School at Brandeis University and B.S. in rehabilitation services from Sargent College at Boston University.
