Phyllis Wolfe has more than 25 years of direct work in support of individuals who are homeless, in the policy, program, practice, research, and advocacy areas. At AHP, she works on numerous federal contracts to help states improve their service systems for homeless people. From 2000 to 2005, Ms. Wolfe was a Special Expert in the Homeless Programs Branch at the Center for Mental Health Services (CMHS), where she focused strategically on ending homelessness. She managed the National Resource and Training Center contract; provided TA and managed three national training conferences; participated in the development and operation of the Policy Academies; initiated the first knowledge transfer and dissemination contract to help engage audiences in the development of materials about homelessness; and solicited input from the field on the Blueprint for Change. As a Project Officer for the Projects for Assistance in Transition from Homelessness (PATH) program, she served as the primary reviewer for four states and secondary reviewer for several others. Prior to her work at the Branch, Ms. Wolfe planned and implemented the initial Health Care for the Homeless Project in Washington, D.C., after initiating one of the first publicly-funded mental health programs for people who were homeless in that city. Ms. Wolfe also served on the Institute of Medicine study titled Health, Homelessness and Human Need, 1989 and served as the national spokesperson for the release of the report.
