John Rio is Co-Director of the Chronic Homelessness Employment Technical Assistance Center (CHETA), supported by the U.S. Department of Labor. He also provides Department of Housing and Urban Development (HUD)- and Substance Abuse and Mental Health Services Administration (SAMHSA)-supported technical assistance. With more than 30 years of experience in rehabilitation & recovery services, supportive housing, and homeless assistance services, Mr. Rio’s work has focused on developing materials, delivering technical assistance, training and designing strategies to increase the capacity of supportive housing and service organizations to offer innovative programming and employment services to formerly homeless people with disabilities; and to educate policymakers about social policies on homelessness that encourage employment. Mr. Rio managed two U.S. Department of Education, Rehabilitation Services Administration Special Project grants: an initiative to link the supportive housing industry and the vocational rehabilitation system in New York City, and a career advancement initiative for homeless individuals in Chicago. Mr. Rio also launched career development programs for supportive housing tenants in Columbus, OH and Bridgeport, CT with funding from the Ford Foundation and the Annie E. Casey Foundation. Before joining AHP, he was a senior staff member of the Corporation for Supportive Housing (CSH), where he directed national employment initiatives and worked on public policies related to employment and supportive services for homeless people with co-occurring mental health and substance abuse disabilities.
