Pam Rainer has extensive experience developing and managing programs, especially in the area of community mental health.  She also conducts diagnostic site visits for the Center for Substance Abuse Treatment (CSAT) Co-Occurring Homeless Activities Branch (CHAB) to assess grantees’ performance status, and assists in project development activities for various federally-funded projects, such as developing conference content for national conferences and meetings, including the CHAB Annual Grantee Meeting and the Center for Mental Health Services (CMHS) Joint National Conference.  Formerly, she also coordinated technical assistance activities for theNew Freedom Initiative: State Coalitions to Promote Community-Based Care (NFI) project, and for the Projects for Assistance in Transition from Homelessness (PATH) program, both funded by CMHS.  Ms. Rainer is a member of AHP’s federally registered Institutional Review Board (IRB), the entity responsible for protecting the rights and interests of AHP’s research subjects. Prior to joining AHP, she served as Regional President and Board Member of a statewide housing group and chaired several committees at the local planning level. Ms. Rainer is the former Mental Health Services Director for a large human service organization in upstate New York, where she developed model programs, policies, and procedures.
