Ellen Radis has more than 20 years of experience in the areas of performance measurement and management, training and technical assistance, and quality improvement. She is Director of the Health Resources and Service Administration (HRSA) Office of Performance Review (OPR) Grantee Technical Assistance Project, and Associate Project Director for the Substance Abuse and Mental Health Services Administration (SAMHSA) Behavioral Health Workforce Development Initiative. The HRSA OPR contract is a multi-year project involving developing web-based systems to request, coordinate, execute and evaluate technical assistance to grantees, states and federal agencies. Through September 2006, Ms. Radis was the project director for the SAMHSA/Center for Substance Abuse Treatment (CSAT) Treatment Improvement Exchange. Involved in training and technical assistance throughout her career, Ms. Radis coordinated a statewide training needs assessment for mental health workers in Massachusetts, developing a series of training forums to meet identified needs; designed and conducted statewide and program specific quality improvement training programs, including just-in-time training activities for more than 100 site visit peer reviewers on quality improvement and the site visit process; and worked to design and implement a series of training and technical assistance programs for behavioral health providers on developing quality improvement plans, conducting outcome management, and collaborating with consumers. In addition, she collaborated with the National Center for Cultural Healing to develop cultural diversity training activities specifically targeted to behavioral health practitioners and administrators.
