Jennifer Martinez has a strong research, writing, and program development background in the areas of homelessness, housing, mental illness, substance abuse, and employment programs, and has worked on several federally funded contracts. These include the Center for Mental Health Services’ (CMHS’) New Freedom Initiative: State Coalitions to Promote Community-Based Care (NFI); CMHS’ Projects for Assistance in Transition from Homelessness (PATH); the Chronic Homelessness Employment Technical Assistance Center (CHETA) funded by the Departments of Labor (DOL) and Housing and Urban Development (HUD); the Substance Abuse and Mental Health Services Administration’s (SAMHSA’s) National Resource Center on Homelessness and Mental Illness (NRCHMI); and the Health Resources and Services Administration’s (HRSA’s) Health Care for the Homeless Information Resource Center (HCHIRC).

As a Program Associate for the Employment Sector, Ms. Martinez is responsible for researching and developing documents and materials related to issues of employment, mental health services and permanent housing for people who are homeless. She also plans and facilitates policy forums addressing integrated housing and employment programs targeted at homeless people, and assists in developing and delivering various training curricula for service providers. Currently, Ms. Martinez is conducting Fidelity Assessment site visits for mental health centers in Detroit-Wayne County which are seeking to implement Supported Employment EBP programs. She also is writing a handbook for the DOL Office of Disability Employment Programs regarding research dealing with integrated employment programs in mental health systems. Previously, Ms. Martinez worked on the NFI project, monitoring state compliance with fiscal reporting requirements; providing direct financial technical assistance to states; coordinating development of a documentary on the transition from institutions to successful community living; conducting state interviews; and helping coordinate technical assistance activities for state grantees. She also has helped compile a Grantee Notebook for the Center for Substance Abuse Treatment’s (CSAT’s) Co-occurring and Homeless Activities Branch (CHAB).
