GAIL HUTCHINGS, M.P.A. Senior Consultant Gail Hutchings is President and Chief Executive Officer of the Behavioral Health Policy Collaborative, which provides professional consultation, strategic planning, and technical assistance to a diverse array of federal, state and local governments and private sector organizations in public and private mental health and substance abuse prevention and treatment systems. Prior to this position, Ms. Hutchings was Chief of Staff for the Substance Abuse and Mental Health Services Administration (SAMHSA) from 2003-2005, Acting Director of the Center for Mental Health Services from 2002-2003, and Deputy Executive Director of the National Association of State Mental Health Program Directors (NASMHPD) from 1997-2000. Ms. Hutchings has expertise in a broad range of behavioral health issues, including community integration, primary care/behavioral health models, disaster planning and preparedness, housing and homelessness, youth in transition, trauma, and youth/school violence.
