FRAN BASCHE, M.A. Senior Program Associate Fran Basche coordinates technical assistance for HRSA's Office of Program Review (OPR) TA System for grantees, and is working on several issues associated with SAMHSA's Behavioral Health Workforce Development Initiative, including the development and diffusion of behavioral health competencies, stakeholder engagement, and credentialing and accreditation. Ms. Basche has extensive experience in program management of complex and large-scale government projects involving multiple public and private stakeholders. Much of her experience is in the fields of early childhood, family support, family literacy, and disabilities/special education, as well as children with special health care needs. Most recently she was a project director of a HRSA/Maternal and Child Health Bureau grant at the Massachusetts Department of Public Health, focused on integrated community systems for children with special health care needs. In the Early Learning Services division of the Massachusetts Department of Education, she managed family support programs for young children and their families, including both universal and targeted programs, providing technical assistance to grantees in the areas of family involvement, accreditation/credentialing and collaboration. After leaving DOE, she worked on a team of consultants which developed a technology-based instructional design focused on early literacy for the Head Start Bureau that will reach 3,000 mentor-coaches in Head Start and Early Head Start, and conducted program evaluations of Even Start family literacy programs. Ms. Basche has conducted hundreds of workshops and professional training programs in the area of sexuality education for teachers, social workers, school nurses, child care directors and parents. She also is an active volunteer with the Autism Alliance of MetroWest.
