Oklahoma Transformation State Incentive Grant Needs Assessment and Evaluation

Oklahoma is one of seven states to receive a five-year Mental Health Transformation State Incentive Grant (TSIG) from the federal Substance Abuse and Mental Health Services Administration (SAMHSA). The goal of these grants is to transform state mental health service systems from systems dictated by bureaucratic and financial incentives to systems driven by consumer and family needs that focus on building resilience and facilitating recovery. The Oklahoma Department of Mental Health and Substance Abuse Services (ODMHSAS) contracted with AHP to conduct needs assessment activities during the first year of the grant, and to produce a Needs Assessment and Resource Inventory that meets SAMHSA’s requirements. During the first year, accomplishments included development of a Needs Assessment Plan, including preparation of structured focus groups reflecting the goals of the TSIG grant and completion of more than 100 focus groups and key informant interviews with a wide range of constituency groups from diverse geographic areas, as well as with the leadership of state agencies that will work in partnership with ODMHSAS. AHP also worked with ODMHSAS Decision Support Services staff to conduct secondary analyses of existing data from ODMHSAS and other relevant state agencies and construct tables and figures to illustrate need. A Draft Needs Assessment/Resource Inventory document was prepared, submitted for internal and public comment, and finalized for submission to SAMHSA. In years two through five, AHP is partnering with the ODMHSAS Decision Support Services to evaluate the implementation of the Comprehensive Mental Health Plan developed by ODMHSAS as part of year 1 grant activities. Activities include construction of GPRA measures required by the TSIG grant; selection and implementation of an instrument to measure individual recovery; an instrument to measure recovery-oriented services at the program-level; and longitudinal studies of selected special populations to measure community re-integration. This evaluation will inform policy areas of organization, reform, and financing of the management of behavioral health care systems at the State and local levels.
