CO-OCCURRING DISORDERS TRACKING IN MAINE

Plan for Tracking the Screening and Assessment of Co-Occurring Disorders in Southern Maine
AHP designed a data collection and reporting system to track the progress of providers in implementing improved screening and assessment of co-occurring disorders in Southern Maine. The system is intended as a means of improving service quality by tracking the rates at which screening and assessment for co-occurring disorders occurs and is consistent with State direction. The system provides information about rates of screening for co-occurring disorders among all persons served in mental health and substance abuse programs; rates of identification of co-occurring disorders among persons who are screened for co-occurring disorders; rates of assessment of co-occurring disorders among persons who screen positive for both mental health and substance abuse disorders; rates of identification of co-occurring disorders among persons who are assessed for co-occurring disorders; treatment of co-occurring disorders among persons who are assessed and found to be in need of treatment for both disorders; and, provider progress in taking steps to implement screening, assessment and treatment services related to co-occurring disorders.
In addition to designing the system, AHP developed protocols for when data should be recorded, developed means of identifying key subpopulations (e.g., gender, age, program type, and geographical area), and specified tables and figures to be generated from data that would provide appropriate feedback both to the State and to area providers in order to improve the quality of care. Instead of initiating an entirely new system, the design involved a minimal expansion of an existing, web-based data collection system that was already familiar to the providers.
