Overcoming Barriers to Community Integration for People with Mental Illness


This briefing paper, developed in 2001 in support of the Substance Abuse and Mental Health Services Administration (SAMHSA)’s New Freedom Initiative, focuses on adults with serious mental illnesses. The first section presents an overview of the barriers to community treatment and strategies to address those barriers. The remaining sections describe specific barriers, including income and entitlements, housing, employment, mental health care, and primary health care, along with strategies to overcome them.
