TRENDS IN MENTAL HEALTH SYSTEM TRANSFORMATION: THE STATES RESPOND 2005

Trends in Mental Health System Transformation: The States Respond 2005

Developed in cooperation with State mental health systems and the Center for Mental Health Services, (CMHS), this 2006 report highlights the variety of ways that States are responding to the challenging goals and recommendations of the New Freedom Commission, including ways in which SAMHSA/CMHS funding is facilitating this response. The purpose of this Report is to share with States information provided during the regional peer reviews by mental health staff and planning council members related to the development and expansion of comprehensive community-based systems of care.

Presented in an innovative format designed in collaboration with State representatives, the report consists of two parts. Trends in Mental Health System Transformation: The States Respond 2005 is a summary that captures significant State activities that lead to and promote transformation of the nation’s mental health system.  Using photographs and illustrative examples, it highlights initiatives for each goal that illustrate the range of activities in which States are engaged. The Report includes the following sections:  1) Introduction, 2) State Challenges and Strategies, 3) Overarching Trends, 4) Trends in Interagency Relationships, 5) Role of Planning and Advisory Councils in State Mental Health Systems, 6) Featured Programs, and 7) State Response to the President’s New Freedom Commission on Mental Health Goals 1-6. 

The supplemental CD-ROM, enclosed in each summary report, contains profiles that capture information about the activities of each State and Territory in the following categories: 1) State System Overview, 2) Planning and Advisory Council, 3) Featured Programs, 4) State Response to the President’s New Freedom Commission on Mental Health Goals 1-6, and 5) Listed Resources. Each profile also contains featured strategies that are innovative or effective and are expected to be of particular interest to other States as they network with each other and disseminate best practices.  The searchable CD allows users to quickly locate subjects of interest, and then follow up with the identified contact to learn more about how programs of interest were implemented.
