Rebecca Starr, MBA, MSW
Project Director, Access to Recovery Program
Rebecca brings many years of managerial experience to AHP. As Project Director for the Massachusetts Access to Recovery program “ATR” and working in conjunction with the State Department of Public Health, she guides the development and implementation of the federally grant funded program. Rebecca’s career has spanned organizations within health care, elder care, non-profit management, and higher education. The common link among them is her passion to support people and organizations in their desire to improve and reach their optimal potential. Before arriving at AHP, Rebecca served as the Deputy Director of a $16 million grant from the Robert Wood Johnson Foundation, whose goal was to create partnerships between healthcare providers and educational institutions in order to develop innovative models for employee development, training, and advancement. This not only leveraged the role of frontline healthcare worker to maximize their effectiveness in care delivery but also provided career advancement opportunities for these workers which improved their own socio-economic status. Such a systems change model focused on the dual need of addressing the working poor and the labor shortage for skilled healthcare workers. Rebecca has also served as administrative director of the Center for Faculty Development at Massachusetts General Hospital, where she designed a comprehensive and innovative program to maximize professional success for physician and science faculty. Her programs equipped faculty with necessary skills and competencies, offered opportunities to network with colleagues, and provided guidance and education around career development and advancement.
Her previous experience with healthcare providers as well as three universities gave her valuable experience in program development, strategic planning, budget management, and leadership. She has been awarded a Partners in Excellence Award for exemplary performance in Leadership and Innovation and a Presidential Honor, for development of an innovative training curriculum for family care-givers to the elderly. She is the co- author on numerous journal articles, white papers, and practice briefs.
Rebecca earned her B.A. from Rutgers University, her Master of Social Work from the University of Southern California, and in mid-career obtained her Master of Business Administration from Northeastern University.
