Fran Basche, M.A.

Senior Associate for Workforce and Women's Issues


Fran Basche is the Assistant Project Director for the SAMHSA Behavioral Health Workforce Development Initiative. She leads the development of Web-based resources and strategies on diffusing core competencies in behavioral health, and the creation of two e-Learning programs for SAMHSA, one an introduction to women’s treatment and the other an introduction to recovery in behavioral health. She also worked on the development of core competencies for working with women and girls across behavioral health domains for SAMHSA.

Ms. Basche uses her background in program evaluation as the Lead Evaluator of the Ladder Project, a transition program for young adults civilly committed to substance use treatment in Massachusetts. She has extensive experience in developing and managing family support and early childhood programs, and in developing policies and programs for children and families at a statewide level. Previously, she directed a Maternal & Child Health Bureau (MCHB/HRSA) grant on children with special health care needs in Massachusetts and managed statewide family support programs for the Massachusetts Department of Education. She holds a joint Master of Arts degree in Child and Family Policy and Applied Child Development from Tufts University.
