Carol Bianco
Director, Technical Assistance
Carol Bianco has led key initiatives funded by the Substance Abuse and Mental Health Services Administration (SAMHSA) to implement best practices to promote recovery, resilience, and community integration for children and adults with mental illnesses. She has provided intensive technical assistance (TA) to SAMHSA grantees, states, and community-based organizations, including serving as TA Advisor/Consultant for the CMHS Mental Health Transformation State Incentive Grant Program.
Ms. Bianco led the teams that developed the Evidence-Based Practice Toolkits on Permanent Supportive Housing and Consumer Operated Services. She has authored or contributed to publications on Supportive Housing, Supported Employment, and Community Integration, and has served on numerous Boards and committees of community-based nonprofit organizations serving adults and children with mental, physical, and developmental disabilities, including those who are homeless.
Prior to joining AHP, for 18 years Ms. Bianco was Director of Program Development for one of NY State’s leading community behavioral health and supportive housing providers, where she led the development of community-based services and more than 1,000 units of housing throughout the State.
