Richard Becker, M.S.W., has more than 40 years of professional experience in management of health and human services. Mr. Becker is senior director of operations for AHP’s Center for Technical Assistance (TA) and Training and Albany office. He directs 45 professional staff who provide onsite and virtual TA, training, and resource development, and he is responsible for budgeting, performance oversight and assessment, resource allocation, staff recruitment, and strategic planning for the TA Center. Over an 18-year period, beginning with a staff of three, Mr. Becker guided AHP’s technical assistance center’s emergence as a source of nationally recognized expertise in behavioral health, housing, homelessness, and community integration for people with mental and substance use disorders. He has overseen more than 160 contracts totaling $90 million, including multiple Indefinite Deliverable/Indefinite Quantity (IDIQ) contracts and associated task orders, many for the federal Substance Abuse and Mental Health Services Administration (SAMHSA).
Prior to joining AHP, Mr. Becker was a senior manager at the New York State Office of Mental Health, where he developed and oversaw housing and service programs for people with mental illnesses. He provided statewide TA to help local governments and providers develop Continuum of Care (CoC) plans, program financing strategies, and applications for federal funding. He also helped develop new models of housing for individuals with behavioral health issues and those who are experiencing homelessness.
